FEMA-Disaster Recovery Specialists (Construction Managers)

Description

Join the Dewberry Team as a FEMA-Disaster Recovery Specialist (Construction Manager) and help the nation recover from disasters. Dewberry maintains an on‑call cadre of skilled professionals to support disaster recovery across the United States and its territories. This deployment‑based role requires on‑site work at recovery operation sites; remote work is not permitted.

• Deploy to disaster sites to support FEMA or other government entities in recovery programs such as Public Assistance or Individual Assistance Direct Housing.
• Assist FEMA, local agencies, and eligible entities in preparing grant applications for restoring damaged public infrastructure.
• Conduct site assessments of disaster‑damaged roads, bridges, buildings, utilities, and document detailed damage descriptions.
• Develop restoration or new facility scopes of work and formulate detailed cost estimates.
• Support hazard mitigation planning for affected communities.
• Maintain working knowledge of the International Building Code, ADA, and other governmental regulations.

Requirements

The position is covered by the McNamara‑O'Hara Service Contract Act of 1965, and Dewberry is an Equal Opportunity Employer. Applicants must be able to undergo background screening and meet eligibility requirements for a Public Trust clearance.

• Possess at least five years of full‑time experience working with public infrastructure.
• Demonstrate modern construction practices, facility assessments, construction inspection, project scope development, and cost estimating skills.
• Exhibit excellent oral and written communication abilities.
• Be proficient with MS Office Suite and computer literate.
• Work independently and collaboratively under stressful conditions, up to 12 hours per day, seven days a week for up to 12 months.
• Hold a valid driver’s license with a clean driving record.
• Be a U.S. citizen capable of passing a federal background investigation for Public Trust clearance.
• Preferably hold a bachelor’s degree in construction management, engineering, or architecture and have knowledge of FEMA PA regulations.
• Preferably have prior FEMA PA experience (e.g., Program Delivery Manager, Site Inspector, Cost Estimator) and familiarity with FEMA Grants Manager or Portal.
• Preferably possess experience in residential site development (roads, utilities, drainage) and proficiency with cost estimating software such as RS Means and Xactimate.
