Provide overall project direction ensuring construction and commissioning are on schedule and within budget.
Oversee massive project budgets, cash flow, and manage high‑value contracts with contractors and suppliers.
Ensure seamless integration of civil infrastructure, track, signaling and rolling stock systems.
Act as primary liaison with government bodies, regulatory authorities and international funding agencies.
Identify and mitigate major risks such as land acquisition and statutory clearances.
Enforce highest safety and quality standards throughout all project phases.

Hold a graduate degree in Civil Engineering with working English proficiency; postgraduate degree is a plus.
Minimum 25 years of post‑bachelor experience in transport and logistics infrastructure; at least 10 years in a team‑leader or equivalent role.
Must have completed at least one eligible assignment as team leader (or one level below) on a rail‑based passenger transit system with operational speed ≥160 km/h for a continuous period of ≥2 years.
Experience in high‑speed, regional, urban/suburban, intercity or mass rapid transit projects, including civil construction, system installation, design review, bid management, construction supervision, testing and commissioning.
