The role involves developing and implementing comprehensive PMO plans, policies, and procedures to oversee, coordinate, and report all work processes. It also includes establishing project management standards across the organization.
The incumbent participates in planning and formulating design alternatives for construction projects and maintains continuous communication with client representatives regarding progress and concerns. Standardized project management and business analysis practices are implemented throughout.
Collaboration with project management leads and frequent interaction with project functions are required to source, develop, and deliver improved project management processes that drive continuous improvement and better business results. The role also administers project budgets, fiscal controls, contracts, and quality control provisions.
Work sequencing is directed to expedite project delivery while minimizing disruption to ongoing operations, and the incumbent inspects, approves, and accepts completed projects to ensure compliance with institutional standards, building and life‑safety codes, and engineering specifications. Detailed project status reports are evaluated and key highlights are presented to business partners and executives.
Day‑to‑day management of the construction project is overseen, including consolidated cost estimates, financial management, and risk incorporation. The resource and capacity management process is led to meet deliverables and timelines, while developing employees for sustainable delivery capability.
The role ensures project operations comply with design specifications and client requirements, provides coaching and guidance to maintain high integrity, motivation, and morale, and manages stakeholder and business engagement. Compliance with Hill International’s quality, environmental, safety, and occupational health policies is maintained, and additional duties are performed as assigned.
Qualifications include a bachelor’s degree in engineering and extensive project management experience leading major government or semi‑government international programs. Candidates must have experience with site engineering, project controls, environment, health and safety, contracts, and quality on large construction sites, as well as a record of implementing a zero‑accident philosophy and continuous improvement.
Additional requirements are strong verbal and written communication skills, international work experience (preferably in KSA), and a demonstrated ability to engage with government entities and utility providers while fostering talent development.
