Reporting to the Integration Manager, the Stakeholder Engineer will provide assistance on all stakeholder‑related activities, including coordination, documentation, handover processes, and structured communication between internal and external parties.
- Coordinate and liaise with all stakeholders, authorities, consultants, and contractors.
- Arrange meetings and workshops; prepare presentations and meeting minutes.
- Assist with preparation, review, submission, and follow‑up of documents to authorities.
- Document and track all incoming and outgoing submissions and related correspondence.
- Administer handover process of road contracts, including coordination, inspections, approvals, and NOCs.
- Prepare reports, manuals, and guidelines on handover and stakeholder issues.
- Support the program team in overseeing contract handover activities.
- Attend project meetings, record required actions, and follow up on stakeholder progress.
- Liaise with key stakeholders to ensure smooth asset handover upon project completion.
- Provide stakeholder input for weekly and monthly reports and alert the Integration Manager to potential delays.
- Support PMP and PQP plans, ensuring stakeholders are fully aware of necessary information and aligned with related systems.
- Facilitate structured communication among workstreams, client RCRC departments, and internal/external stakeholders.
- Define stakeholder group needs and develop targeted communication and engagement initiatives.
- Organize focus groups with companies, businesses, and governmental departments.
- Assist in developing RACI matrices for all internal and external stakeholders.
- Aid the Integration Manager in enhancing stakeholder understanding of new processes and technologies.
- Maintain continued professional development for growth and future opportunities.

Parsons is seeking a talented Stakeholder Engineer (Saudi National) to join the PMO team. The role involves coordinating with the program team to ensure effective stakeholder coordination and smooth approvals throughout project execution.
The candidate should have extensive experience in stakeholder management on large‑scale projects in Riyadh, a relevant engineering degree, strong knowledge of Saudi regulations, and excellent communication and problem‑solving skills.
Additional preferred attributes include Saudi nationality, Arabic fluency, proficiency with stakeholder‑management tools, and a collaborative, positive attitude that enhances teamwork and cooperation.
- Minimum 10 years of experience, with at least 5 years in stakeholder management for Riyadh projects.
- Bachelor’s degree in Engineering or a related discipline.
- Experience engaging senior stakeholders on large‑scale programs (e.g., Amana, Green Riyadh, SEC, NWC, SWCC).
- Knowledge of Saudi Arabian regulations and standards.
- Ability to meet tight deadlines in a changing environment.
- High attention to detail and pursuit of excellence.
- Strong oral and written communication, including presentation and technical report writing.
- Excellent judgment, assertiveness, and diplomatic conflict‑management skills.
- Fluent in English (written and spoken) and proficient with the MS Office Suite.
- Saudi national and fluent Arabic speaker.
- Problem‑solving mindset with a technical/engineering background.
- Highly developed interpersonal and listening skills.
- Team player mentality.
- Familiarity with stakeholder‑management tools such as Monday.com, Jambo, Kintone, ClickUp, or Totango.
