Manage and oversee the project’s DBE/MBE/WBE Utilization Plan from Bid to Close-out
Negotiate and execute subcontracts and purchase orders.
Prepare and submit pre-award DBE/MBE/WBE subcontractor information on municipal bids.
Communicate and enforce purchasing policies & procedures to project team.
Responsible for projections, delivery schedules and purchasing reporting.
Assist project management team with mobilization of new projects and close-out of completed projects from pre-construction meetings to final acceptance of contract by owner.
Represent company in negotiating contracts with vendors, subcontractors and service providers.
Locate and assist in the evaluation and qualification of vendor materials, equipment, and professional service providers.
Maintain and update database of subcontractors and suppliers.
Oversee and plan all aspects of purchasing from pre-bid to closeout.
Attend, host, and participate in DBE/MBE/WBE Outreach Events
Obtain Subcontractor and supplier/vendor quotes for projects pre-bid.
Provide feedback to assist in analyzing market and delivery systems to assess present and future material availability.

Experience with web-based bid solicitation systems preferred
Team player with the ability to also work independently to meet fixed deadlines, goals, and objectives.
Bachelor's degree in business, engineering, supply chain management, construction management or equivalent degree ideal.
Proficiency in HCSS Software including Heavy Bid and Heavy job is a plus.
Minimum 4 to 5 years’ heavy construction industry experience. Preferred but not required
Excellent interpersonal, written, and verbal communication skills.
Strong leadership and people management skills.
Proficiency in Microsoft Office including PowerPoint, Word and Excel with general knowledge of database utilization.
Construction estimating experience strongly preferred.
Effective time management and organizational skills.
