The Director, Engineering PMO – Transmission Line leads QISG’s Transmission Line organization, which designs, builds, maintains, and upgrades high‑voltage transmission infrastructure. This senior role provides enterprise‑level leadership, ensuring technical excellence, scalability, and alignment with strategic objectives while partnering with executive leadership, operations, customers, and Quanta Operating Units.
In this position the director sets vision and strategy for the Engineering PMO, establishes governance frameworks, oversees portfolio performance, drives risk mitigation, integrates engineering with construction and operations, mentors leaders, defines workforce strategy, and champions a culture of safety, quality, and continuous improvement.
- Provide enterprise leadership, set vision and strategy for the Transmission Line Engineering PMO.
- Establish and enforce governance frameworks, standards, and controls across project lifecycles.
- Oversee portfolio of transmission line programs, ensuring schedule, budget, quality, and safety targets.
- Implement performance management tools, dashboards, KPIs, and executive reporting.
- Identify and mitigate technical, resourcing, and execution risks early in the portfolio.
- Align engineering, construction, procurement, and operations at a programmatic level.
- Mentor and develop Engineering Project Managers and senior engineering leaders.
- Define and execute workforce strategy, including staffing models and succession planning.
- Set training, competency, and professional development frameworks.
- Manage engineering service providers, enforce KPIs, and ensure contractual compliance.
- Contribute executive‑level engineering expertise to business development, proposals, and client engagements.
- Drive innovation through standardized processes, digital tools, and emerging technologies.
- Promote a high‑performance culture emphasizing accountability, collaboration, and safety.

Candidates must have at least 15 years of progressive utility experience, a B.S. in Engineering (advanced degree preferred), and a professional engineer license preferred. They should possess deep technical expertise in structural, civil or electrical engineering, proven leadership of large multidisciplinary teams, strong financial acumen, and extensive knowledge of industry standards and regulations.
- Minimum 15 years of electric utility experience with high‑voltage transmission project leadership.
- B.S. in Engineering (ABET‑accredited); Master’s degree or higher preferred; PE license preferred.
- Proven track record managing large multidisciplinary engineering portfolios and budgets.
- Deep expertise in structural, civil, or electrical engineering and knowledge of industry codes (ANSI, ASTM, ACI, AISC, IEEE, NEC, NESC, etc.).
- Strong financial, risk management, and business acumen with experience in project controls and cost estimating.
