The Program Manager – Small Business Program will support QGS’s small‑business partnership and growth strategy by overseeing governance, compliance, and performance of SBA Mentor‑Protégé joint ventures. Reporting to the Operations department in either the West or East region, the role works remotely across the Northeast U.S. and is classified as exempt. The position collaborates with construction operations, safety/quality, finance, HR, IT/cyber, legal/compliance, and pre‑construction teams to ensure successful federal contract execution.

• Coordinate joint venture governance, including operating cadence, meeting documentation, decision tracking, and adherence to agreements.
• Serve as central liaison between QGS stakeholders and JV partners to align roles, responsibilities, communications, and deliverables.
• Support compliance with SBA Mentor‑Protégé and joint‑venture requirements, partnering with Legal/Compliance on documentation and recordkeeping.
• Verify JV eligibility and coordinate partner inputs for capture and proposal teams, ensuring current and consistent teaming documentation.
• Collaborate with Business Development/Commercial Excellence on JV go‑to‑market strategy, opportunity sourcing, qualification, pipeline reviews, and pursuit prioritization.
• Facilitate customer and partner engagement activities such as industry days, matchmaking events, small‑business outreach, and teaming discussions.
• Develop and maintain JV capability materials (statements, past performance narratives, partner resumes, differentiators) with proposal teams.
• Coordinate startup and execution readiness for awarded work, including project controls setup, partner onboarding, and compliance workflows with Operations and PMs.
• Partner with Finance and Contracts to ensure compliant contract setup, invoicing coordination, and audit‑ready documentation.
• Track and report JV status, issues, and actions to leadership and partners; escalate risks early and drive resolution.
• Lead lessons‑learned processes across JV pursuits and projects to standardize partnership execution.
• Represent QGS in client meetings, teaming events, and partner engagements related to joint ventures.

Requirements

Successful candidates will bring over ten years of program‑management experience in federal government settings, especially with the Department of Energy, and demonstrable expertise in SBA Mentor‑Protégé or small‑business joint‑venture structures. A bachelor’s degree in a relevant field is required, with advanced degrees, PMP certification, and the ability to obtain a federal security clearance considered advantageous.

• 10+ years of program‑management experience focused on federal government relationships, especially the Department of Energy.
• Proven experience supporting SBA Mentor‑Protégé or small‑business joint‑venture structures, including partner coordination and compliance documentation.
• Ability to build and sustain professional relationships with senior government officials and internal stakeholders.
• Experience in construction or craft‑labor project management.
• Strong interpersonal, communication, and leadership skills.
• Experience working in matrix organizations with functional oversight (Finance, Safety/Quality, HR, Compliance).
• Deep knowledge of DOE operations, program expectations, and federal acquisition processes.
• Willingness to travel regularly to partner sites, events, and conferences.
• Bachelor’s degree in public administration, business, engineering, or related field (advanced degree preferred).
• PMP or similar certification (required within 12 months of hire).
• Ability to obtain and maintain a federal security clearance.
