This position is located in Kuwait in support of LOGCAP and reports to the OSS Supply Manager. The Subcontract Technical Monitor is responsible for monitoring and assuring the Base Life Support subcontractor's compliance with the technical requirements of the subcontract, providing technical direction within the scope of the contract for both BLS services and Dumpster subcontracts.
The monitor inspects and certifies the acceptability of services delivered, ensuring they meet quantity, quality, and timeliness requirements, which may involve accessing secure or sensitive areas. They review and approve subcontractor reports and materials, notifying Vectrus administrators of any rejections with documented reasons. Progress reports are completed and forwarded promptly, and subcontractor invoices are certified for payment, with authority to request corrections.
Detailed records of subcontractor performance are maintained; any unsatisfactory performance or anticipated problems are reported in writing with technical recommendations. All correspondence and memoranda regarding contract issues are provided to Vectrus managers to prevent misunderstandings and protect Vectrus rights.
The monitor advises subcontractors on change proposals, requiring written requests that identify technical and monetary impacts, and ensures no work changes are implemented without prior written authorization. Daily site visits verify actual versus scheduled performance, employee compliance, proper use of Government Furnished Property, and adherence to safety, environmental, health, and quality policies.
Qualifications include a high school diploma or equivalent and a minimum of three years of specialized experience in military contracting, with supervisory responsibility preferred. Candidates must possess working knowledge of Base Life Support operations, performance work statements, subcontractor management processes, safety data sheets, and must demonstrate leadership, strong interpersonal skills, sound judgment, attention to detail, and high-level English communication.
Additional requirements are a valid driver’s license, ability to obtain U.S. Government Motor Vehicle Operator’s and Kuwait driver’s licenses, and maintenance of USG network access and CAC privileges. Physical demands include lifting 40 lb a vertical distance of four feet and carrying it 25 ft, with the ability to work nights, weekends, holidays, and extended hours as required.
