The Preconstruction Manager will oversee all activities prior to physical construction, ensuring projects are fully scoped, accurately budgeted, properly scheduled, legally permitted, and ready for execution. This role coordinates stakeholders, mitigates risk, drives decision‑making from initiation through contract execution, and facilitates the handoff to the execution team.
- Facilitate cross‑functional kickoff meetings and establish project governance, communications, and escalation paths.
- Implement project management tools, document control systems, and train teams on their use.
- Conduct constructability reviews, value‑engineering workshops, and maintain related logs and cost impact estimates.
- Coordinate design iterations, validate designs against budget and schedule, and produce alignment impact reports.
- Lead estimate development from ROM through detailed design, generate staffing and general requirements estimates, and support client presentations.
- Work with cost managers to baseline budgets, set up change‑management processes, and oversee cost coding and spend plan analysis.
- Develop and baseline master schedules covering design, permitting, procurement, construction, commissioning, and validation using MS Project or Oracle P6.
- Facilitate risk workshops, maintain dynamic risk registers, and integrate risk‑based contingencies into budget and schedule.
- Create permitting matrices, coordinate with authorities‑having‑jurisdiction, and ensure timely turnover to execution teams.
- Define procurement strategy, develop project procurement plans, pre‑qualify subcontractors, and manage RFQs/RFPs through award.
- Lead construction readiness activities, including site logistics, safety plans, mobilization checklists, and preconstruction conferences.

The successful candidate will have a bachelor’s degree in engineering, construction management or a related field (or equivalent experience) and at least five years of pre‑construction project delivery experience. A strong background in risk management, cost control, scheduling, permitting, and procurement planning is required.
The position demands physical mobility, including the ability to stand, walk, stoop, kneel, and lift up to 20 lb, and may involve indoor, outdoor, and clean‑room environments. Travel is expected up to 50 % of the time, with potential overnight stays at client sites, and reliable transportation is essential. The role is safety‑sensitive and requires participation in site safety training.
