Public Infrastructure Engineering Lead

Description

The Public Infrastructure Engineering Lead will guide the delivery of municipal infrastructure projects throughout Texas, shaping solutions that improve quality of life, enhance resilience, and support long‑term community development. This client‑focused leader will leverage technical expertise and leadership presence to manage projects from pursuit through closeout while serving as a trusted advisor to municipal clients.

• Lead pursuit strategies for municipal infrastructure opportunities such as roadway, drainage, water/wastewater, and parks.
• Build and maintain a healthy project pipeline by identifying opportunities, developing capture plans, and positioning McAdams for selection.
• Prepare and negotiate statements of qualifications, proposals, scopes, schedules, fees, and contracts.
• Leverage market knowledge and relationships to expand existing accounts and secure new client relationships.
• Act as primary trusted advisor to municipal clients; manage expectations, communicate status, and resolve issues.
• Lead client, public, and coordination meetings with agencies, utilities, and stakeholder groups.
• Provide overall delivery leadership from planning through construction, overseeing scope, risk, budgeting, staffing, and schedule control.
• Ensure strong financial performance through effective WIP management, invoicing, change orders, subconsultant oversight, and profitability.
• Coordinate multidisciplinary internal teams and subconsultants to deliver quality outcomes and adhere to QA/QC processes.
• Hire, develop, and lead project engineers, designers, and technicians; set performance expectations and provide mentorship.
• Partner with specialists in surveying, entitlement, permitting, landscape architecture, traffic engineering, and construction administration to meet full client needs.
• Foster an inclusive, collaborative culture focused on technical excellence and continuous improvement.
• Provide technical oversight for municipal designs; review plans for constructability, compliance, and quality.
• Oversee production and review of AutoCAD Civil 3D drawings and models.
• Perform research and technical design tasks; prepare construction documents for grading, streets, drainage, water, and sanitary sewer improvements.
• Maintain a valid driver’s license and reliable transportation for site visits and client meetings.
• Meet physical demands of office and field work, including lifting up to 30‑50 lb, extended standing, walking, and repetitive computer tasks.

Requirements

• Hold a Bachelor’s degree from an accredited program; Professional Engineer (PE) license preferred (Texas) and minimum 8 years of civil/site engineering experience.
• Demonstrate strong client development, communication, and management skills; proficient in AutoCAD and Civil 3D.
