  • Monitoring, evaluating and effectively communicating regulatory changes and the associated impacts to facility reporting requirements and the business.
  • Monitor, maintain, evaluate and improve all environmental media (air/water/waste/noise) management programs to comply with regional and national environmental laws and regulations, facility specific permit/ operating approval requirements, and internal policies and procedures for all assigned facilities.
  • GHG reporting responsibilities our hydrogen production operations under relevant regulatory programs such as Alberta TIER, Ontario EPS and Federal Clean Fuel Regulations. Developing and maintaining carbon credit inventories, and managing annual and periodic GHG compliance reporting, forecasting and third-party verification processes.
  • Interfacing with government agencies such as Alberta Environment and Parks, Ontario Ministry of Environment, Conservation and Parks, and Environment and Climate Change Canada as the point person for GHG reporting and audits.
  • Prepare and submit routine (daily, weekly, monthly, quarterly, annual, etc.) environmental compliance reports to local, provincial, and federal regulators. Examples may include but are not restricted to air emissions, stack testing, ground water monitoring, wastewater monitoring, soil monitoring, pollutant reporting, GHG reporting.
  • Prepare and submit permit/ operating approval reapplications and renewals; interact and coordinate with internal and external stakeholders; negotiate with regulatory authorities and other involved parties; and create and manage the appropriate project tracking and governance documentation.
  • Actively monitor regulator (Federal, Provincial and Municipal/Regional government) environmental rulemaking and analyze emerging and changing regulations to determine potential impact on company operations and projects; communicate trends, risk and opportunities to internal stakeholders and leadership teams.
  • Prepare and maintain general and hazardous materials waste programs for assigned facilities and secure requisite approvals from waste disposal facilities and regulators. Advise internal and external stakeholders, of the completion of certificates of analysis, proper waste categorization, classification, manifesting and reporting to internal sustainability program and external regulator databases as required.
  • Monitor for, anticipate and escalate regulatory risks, compliance risks and non-conformities to affected operations and leadership teams in a timely manner.
  • Perform environmental regulatory assessments, due diligence activities and risk assessment/risk management of plants and projects to define and secure environmental permit(s)/ operating approval(s).

  • Familiarity with Alberta Carbon Registries (CSA), Climate Change Canada’s Credit and Tracking System (CFR-CATS), Quebec/California CITSS, and other regulatory credit programs is desirable.
  • Proficient computer and software skills for programs and systems used in the industry and an ability to quickly learn and adopt new. Examples include but are not limited to the Microsoft Office Suite (including strong Excel skills), SAP, and EHS digital information and compliance management software (e.g. Enablon, ISNetworld, etc.); and various Federal and Provincial Government regulatory agency systems for reporting on compliance tasks (e.g., ECCC SWIM, Alberta ETS, MyAlberta Digital ID - Water Reporting, Alberta Carbon Registries, Ontario RPRA, CATS, etc.).
  • Experience: 5 years or more in Canadian-based environmental regulatory management for industrial facilities preferred.
  • Active registration in good standing as a Professional Engineer (P. Eng) for practice within the province of Alberta.
  • Bachelor's Degree in an engineering discipline required. A focused or advanced degree in Environmental Engineering or Science is strongly preferred.
  • Strong organizational, interpersonal, negotiation, and communication skills and work process orientation. Ability to reduce/ simplify complex technical and regulatory elements into language that non-technical people can understand and action.
  • A valid Class 5 (non-GDL) Alberta driver’s license is required.
  • Experience: 3 years or more managing industrial emitter GHG programs. Experience must include, but is not restricted to data collection, validation and troubleshooting, forecasting, and report compilation and submission. Specific experience with Alberta, Ontario and/or the Federal OBPS programs and hydrogen production a strong asset.
