This Opportunity provides leadership within T&I Water West, ensuring water resources engineering subject‑matter expertise, technical deliverables, and program execution meet or exceed industry and company standards. The role oversees SME innovation and administration, guaranteeing corporate compliance with local, state, and federal environmental and safety regulations. It also supplies pragmatic direction to address present and future environmental challenges in a rapidly changing business climate.
Your Impact involves proactive, strategic leadership of the hydromechanical engineering discipline, delivering direction, expertise, and support so that project and site deliverables are achieved. The position will build out the hydromechanical practice, recruit and retain key personnel, and serve as Deputy Dams Practice Lead, driving business development for dams, hydraulic structures, canals, levees, and civil works across the United States and internationally. Additional duties include overseeing complex engineering projects, ensuring regulatory compliance, fostering stakeholder engagement, and acting as a senior liaison to agencies, clients, and industry groups.
- Provide strategic leadership for hydromechanical engineering, guiding project and site deliverables.
- Build and grow the hydromechanical practice by hiring and retaining talent across T&I Water West.
- Act as Deputy Dams Practice Lead, leading business development for dams, hydraulic structures, canals, levees, and civil works.
- Develop and execute strategic plans, client engagement, conference participation, and proposal development.
- Pursue federal civil works contracts, including participation in SAME events and preparation of SF‑330 submissions.
- Review permit applications, design plans, and conduct construction inspections to ensure regulatory compliance.
- Manage complex engineering projects, overseeing budgets, schedules, subcontractors, and performance metrics.
- Engage with public and private stakeholders to discuss environmental issues and program requirements.
- Ensure compliance with federal, state, and local environmental regulations and maintain discipline certifications.
- Conduct needs analyses and client surveys to align engineering services with business strategy and address skill gaps.
- Coordinate discipline meetings, providing updates and fostering innovation in project work.
- Serve as liaison to agencies, clients, subcontractors, and industry groups.
- Develop project scopes, timelines, pricing, and budgets in accordance with codes and engineering standards.
- Interpret data and reports to draw sound engineering and regulatory conclusions.
- Provide verbal and written input to multidisciplinary teams and offer strategic advice to clients.
- Grow a client base for water resources engineering services and identify further business opportunities.
- Mentor and lead assigned staff, providing performance guidance and professional development.
- Collaborate across disciplines to deliver future‑ready solutions.

The ideal candidate holds a bachelor’s degree in civil or environmental engineering with a focus on water resources and possesses at least 12 years of relevant post‑degree experience. A professional engineer license is required, with multi‑state licensure preferred, and the individual must demonstrate advanced proficiency in water resources engineering principles, design/build processes, and environmental permitting. Strong knowledge of environmental laws, technical calculation skills, experience with Phase I and II environmental site assessments, and the ability to lead teams while maintaining QA/QC are essential.
Preferred qualifications include a master’s degree in engineering and experience managing document review, discipline‑specific deliverables, and certification processes in multi‑project settings. - Hold a bachelor’s degree in civil or environmental engineering with a focus on water resources.
