As Portfolio Manager for the £42 million FOSTER programme, you will lead a matrixed delivery team, coordinate four workstreams, engage with academic, governmental and industry partners and report to senior executive bodies while travelling approximately once a month.

Establish and maintain governance frameworks, coordinate programme reporting, and provide secretariat support for senior boards.
Partner with the Portfolio Management Office to ensure policy compliance, manage resourcing, schedule activities and allocate finances and staff.
Inspire the delivery team, oversee performance, workforce planning, learning and development, and support decision‑making.

The role is based at Culham, Oxfordshire, with an expected salary of £77,239 (including a specialist allowance) and requires three days per week on site, regular travel across the UK and completion of baseline security checks.

Hold a degree and extensive experience managing large (>£10 M) technical portfolios.
Hold a recognised project‑management qualification such as APM Chartered Project Professional, PLP or MSP Practitioner.
Demonstrate strong commercial acumen and the ability to make sound economic decisions that maximise portfolio value.
Possess experience developing high‑performing teams and collaborating with scientific and engineering stakeholders.
Desirable: additional degree or experience in national skills development, PRINCE2 or equivalent qualification, prior public‑sector portfolio management and Green‑Book compliant business case preparation.
