Quality Control Manager - Construction

Description

• Oversee construction projects from start to finish with a focus on quality control.
• Conduct preparatory, initial, and follow‑up meetings to define standards of care and verify use of appropriate plans, procedures, and checklists.
• Verify and document that all received materials conform to approved submittals and are stored properly.
• Lead meetings with USACE, superintendent, foreman, and subcontractor before each new work phase and document them in daily QC reports.
• Review plans, specifications, cost data, and contract documents to identify potential quality risks.
• Review shop drawings and submittals for conformance, leveraging project team expertise as needed.
• Perform required tests to confirm control measures meet contract requirements.
• Supervise subcontractors to ensure compliance with quality standards and safety regulations.
• Collaborate with the project superintendent and maintain daily “as‑built” drawings.
• Develop and maintain the project submittal log and quality control reports using RMS/QCS.
• Produce daily QC reports that document conformance and address non‑conformances.
• Schedule, document, and log all required inspections, correcting and re‑inspecting non‑conformances.
• Verify completion of necessary inspections, approvals, and certifications by appropriate agencies.
• Assemble and forward project closeout documents.
• Use discretion to stop work when safety, quality, or progress is at risk.
• Advise on changes to methods and materials for project use.

Requirements

Location: This position requires onsite presence five days a week at our project site near Grass Valley, CA.

• Bachelor’s degree in Engineering, Architecture, or Construction Management and at least 5 years of construction management experience on Corps of Engineers projects.
• Proven ability to establish and maintain effective quality control systems in compliance with USACE and other federal contracts.
• Experience with the Army RMS/QCS system.
• In‑depth knowledge of construction materials, methods, documentation, and tools for quality control management.
• Strong understanding of project plans, specifications, shop drawings, samples, and testing procedures.
• Good grasp of administrative and management principles for project planning, resource allocation, and coordination.
• Proficiency with construction‑industry computer software and ability to create or administer QC programs.
• Effective time management and professional verbal and written communication skills.
• Completion of USACE “Construction Quality Management for Contractors” course.
• OSHA 30‑hour Construction Safety & Health certification within the past 5 years.
• Current First Aid/CPR certification.
• Ability to pass background check, drug screen, and hold a valid driver’s license (commercial license may be required).
