Program Manager - Small Business Program

Description

The Program Manager – Small Business Program, based in Texas, Oklahoma, Arkansas, or Louisiana (remote), will support QGS’s small‑business partnership and growth strategy by leading governance, compliance, and performance oversight of SBA Mentor‑Protégé joint ventures. The role collaborates across construction operations, safety, finance, HR, IT, legal, and pre‑construction to identify JV opportunities, align partners, and ensure federal contract readiness.

• Coordinate joint venture governance, including meeting cadence, documentation, decision tracking, and agreement compliance.
• Serve as central liaison between QGS stakeholders and JV partners to align roles, responsibilities, communications, and deliverables.
• Ensure compliance with SBA Mentor‑Protégé and federal contracting requirements in partnership with Legal/Compliance.
• Verify JV eligibility and support capture/proposal teams with partner inputs and current teaming documentation.
• Collaborate with Business Development to source opportunities, qualify pipelines, and prioritize pursuits with JV partners.
• Facilitate customer and partner engagement activities such as industry days, matchmaking events, and small‑business outreach.
• Develop and maintain JV capability materials (statements, past‑performance narratives, partner resumes, differentiators) with proposal teams.
• Oversee startup and execution readiness for awarded work, including project controls setup, partner onboarding, and compliance workflows.
• Partner with Finance and Contracts to set up compliant contracts, coordinate invoicing, and maintain audit‑ready documentation.
• Track and report JV status, issues, and actions to leadership, escalating risks and driving resolutions.
• Capture lessons learned and standardize repeatable processes for JV execution.
• Represent QGS in client meetings, teaming events, and partner engagements as needed.

Requirements

The position is exempt, reports to the West or East Operations department, and requires the ability to obtain a federal security clearance. Candidates must have at least ten years of program‑management experience with federal government, especially the Department of Energy, and a bachelor’s degree in a related field.

• 10+ years of program‑management experience focused on federal government relationships, especially the Department of Energy.
• Proven experience supporting SBA Mentor‑Protégé or small‑business joint‑venture structures, including partner coordination and compliance documentation.
• Ability to build and sustain relationships with senior government officials and internal stakeholders.
• Experience with construction or craft‑labor project management in a matrix environment.
• Strong interpersonal, communication, and leadership skills.
• Knowledge of DOE operations, program expectations, and federal acquisition processes.
• Bachelor’s degree in public administration, business, engineering, or related field (advanced degree preferred); PMP or similar certification required within 12 months.
• Ability to travel regularly to partner sites, events, and conferences.
• Ability to obtain and maintain a federal security clearance.
