Manage projects within Harris’ financial management system (Deltek Vantagepoint), including project set-up, invoicing, and budget management.
Provide quality control review of project deliverables prior to submittal to the client.
Initiate discussions with internal team, sub consultants, clients, and regulatory agencies to identify and resolve complex project issues.
Coordinate, prepare, and manage CEQA, NEPA, planning, sustainability, and other environmental compliance documents with in-house team members and/or specialist subconsultants in accordance with an approved scope of work, budget, and schedule.
Schedule and lead meetings, plan for and develop project deliverables, oversee work prepared by others, and conduct other necessary activities to meet client project needs.

Expertise in CEQA/NEPA statues, guidelines, case law, and analysis.
Ability to take initiative and resolve conflicts that arise during the project with internal team and subconsultants, clients, and regulatory agencies.

Excellent written communication skills, including the ability to synthesize complex ideas into simplified concepts and graphical representation.

College degree in environmental studies, planning, geography, or related field.
Specific experience with the County of San Diego, Department of Public Works.
20+ years of experience preparing and managing CEQA/NEPA documents (e.g., MNDs, EIRs, EAs, EISs).
Understanding of local agency planning processes and environmental regulatory requirements, such as the AB 32, AB 52, Clean Air Act, Clean Water Act, and the Endangered Species Act.
Team-player with positive attitude, strong interpersonal communication skills, and ability to collaborate remotely with clients and team members.
Project management experience specifically on landfill projects required.
