The position involves both office and field engineering, covering planning, design, permitting, and construction of roads, streetscapes, water and sewer systems, storm‑water management, parks, and public facilities while ensuring compliance with New Jersey codes and regulations.
- Perform office and field engineering for planning, design, permitting, and construction of roads, intersections, streetscapes, civil improvements, water supply, sewer, stormwater, parks, public buildings, and grounds.
- Apply New Jersey Administrative Codes, Local Public Contracts Law, and municipal land use regulations.
- Engage with clients and stakeholders, delivering professional technical service.
- Interpret planning and zoning regulations and protocols.
- Conduct calculations, create graphs, tables, curves, and prepare technical documents.
- Review engineering manuals and reports to develop solutions.
- Produce conceptual to detailed design drawings from surveys and references.
- Review developer applications for compliance with municipal, county, state, and federal codes.
- Prepare development bond estimates, schedule inspections, monitor bond status, and manage related administrative tasks.
- Oversee municipal map and record drawing maintenance.
- Assist in drafting resolutions, ordinances, assessments, memoranda, reports, presentations, and public correspondence.
- Evaluate pavement and infrastructure, preparing management reports, cost estimates, and schedules.
- Ensure compliance with NJDEP and other state agency stormwater permit requirements.
- Coordinate and manage multiple tasks and projects simultaneously.
- Evaluate complex engineering issues and develop innovative solutions.
- Produce clear, technically sound reports and recommendations.
- Build effective relationships with officials, clients, agencies, consultants, utilities, and the public.

Candidates must hold a BS in Civil or Environmental Engineering (ABET accredited), have five or more years of municipal or public‑agency civil engineering experience, and possess a Professional Engineer license in NJ, NY, or PA (or be eligible for reciprocity). Strong problem‑solving, communication, and teamwork skills are essential, as is a commitment to sustainable solutions and familiarity with the UN Sustainable Development Goals.
- Bachelor of Science in Civil or Environmental Engineering (ABET accredited).
- Five or more years of civil engineering experience with municipal, county, state, or public agencies.
- Licensed Professional Engineer in NJ, NY, and/or PA, or ability to acquire through reciprocity.
- Strong problem‑solving skills and willingness to learn.
- Excellent communication and interpersonal abilities.
- Organizational skills for managing office records, field documents, and correspondence.
- Ability to work effectively in a team and adapt to a dynamic work environment.
- Passion for sustainable solutions and familiarity with the 17 UN Sustainable Development Goals.
- In‑depth knowledge of civil engineering principles, design, and inspection of public improvement projects.
- Understanding of hydraulic analysis and design for water, sanitary, and storm sewer systems; hydraulic modeling a plus.
- Detailed knowledge of municipal land use law, contracts law, NJDEP regulations, NJDOT standards, AASHTO, and MUTCD.
- Fundamental ESRI GIS skills and proficiency in AutoCAD Civil 3D.
- Proficiency with Microsoft Windows, Office 365, and ability to learn new software.
- Certified Municipal Engineer (CME) certification through the NJ Municipal Engineering Institute (preferred).
- Master of Science in Civil or Environmental Engineering (ABET accredited) (preferred).
- Active membership in professional societies related to municipal, water, wastewater, bridges/highways, or stormwater (preferred).
