  • Confirm completion of all required client, manufacturer, and L3 inspections prior to energization.
  • Review single-line diagrams with relevant personnel to ensure proper understanding of system configurations and LOTO scopes.
  • Schedule and conduct pre-energization meetings at least 5 days in advance (or immediately for unplanned needs) to review critical steps and safety concerns.
  • Coordinate and implement the project’s Electrical Safety Plan in full alignment with NFPA 70E, OSHA, client procedures, and manufacturer specifications.
  • Serve as the single point of contact for all equipment energizations within the Construction Zone.
  • Ensure proper installation, maintenance, and replacement of tamper tags throughout pre-energization through the PFHO milestone.
  • Verify correct position of switches, breakers, transfer switches, grounding equipment, test switches, and terminal blocks in accordance with the energization plan.
  • Assign and train Deputy Energy Marshals (DEMs) as needed for concurrent work, while maintaining full accountability for all DEM activities.
  • Oversee all GC-related electrical activities in the Operational Zone (e.g., busduct extensions, MV breaker operations), providing sole approval to the client’s Operations team for circuit energization and de-energization.
  • Provide final review and authorization for all energizations in the Construction Zone.
  • Approve and oversee all Lockout/Tagout (LOTO) activities and ensure full compliance with reviewed and approved LOTO plans.
  • Restrict access to electrical equipment during energization and commissioning using approved safety barriers.
  • Oversee Foreign Object Debris (FOD) inspections before and after any energized work or re-entry into previously energized equipment.
  • Confirm that all personnel working on energized or locked out systems are Qualified Workers as defined by NFPA 70E, OSHA, or equivalent training.
