• Collaborate with other state agencies and State Board of Education;
• Participates in the conduct of various educational activities;
• comprehend, analyze and organize technical data and coordinate elements of legal cases.
• Prepares and maintains precedent manuals;
• May represent agency in court when authorized;
• Provides legal guidance when duly authorized;
• Facilitate trainings and presentations on legal topics to administrators and staff across both virtual and in person environments;
• Assists in the preparation and presentation of trials and appeals;
• Conducts investigations and enforcement proceedings;
• Reviews legal and other related documents for legal sufficiency;
• May testify at or monitor legislative proceedings;

• Researches, interprets, analyzes and applies complex and conflicting laws and regulations, case law and legal principles;
• Drafts advisory opinions, rulings, decisions, recommendations, findings, legislation, statutes, regulations, publications and other related legal documents;
• Prepares comprehensive reports for use in administrative and court proceedings;
• Advise on various employment and school law topics (e.g., special education, school discipline, civil rights, Title IX, student privacy);
• apply judicial decisions to the interpretation of statutes;
• Negotiates and drafts settlement agreements;
• Manage emerging legal and compliance trends;
• Represent the agency at hearings;
• Provide guidance on labor relations matters related to nine bargaining units with CTECS;
• Reviews court decisions, new and proposed laws and regulations to determine impact on agency operations;
• Provides input into policy formation;
• Negotiate contracts;
• Consults with the Office of the Attorney General on legal issues;
• Acts as hearing officer or represents agency in formal administrative and public proceedings on a full range of cases involving complex legal and technical issues;
• Researches complex legal issues;

Requirements

• Experience responding to Commission on Human Rights and Opportunities complaints.
• Experience drafting legal documents such as opinions, memoranda, stipulated agreements and contracts.
• Incumbents in this class may be required to travel.

• Experience in one or more of the following areas: public labor and employment law, State contracts, Freedom of Information Act, and FERPA.
