This newly shaped role presents a unique opportunity to lead the development and continuous refinement of a multi-billion-dollar portfolio of adaptive, integrated plans. These 10 to 30-year plans will define the actions and investments required to meet service level objectives across Urban Utilities’ regional communities, supporting sustainable growth and delivering long-term value for customers and the environment.

Your work will contribute directly to delivering an affordable, sustainable and resilient water future, balancing technical excellence with community outcomes, and challenging conventional approaches to infrastructure and service delivery.

As Manager Integrated Regional Planning, you will play a critical role in shaping how we plan for water and wastewater services across South East Queensland. You will lead a high-performing team in applying data-driven insights, systems thinking, and strategic planning to inform investment pathways, performance targets, and strategic business cases.

  • Manage the optimisation of the 20-year regional investment portfolio of both capital and operational interventions to ensure decisions are based on whole-of-life value and key performance drivers.
  • Provide strategic leadership across the Infrastructure Planning and Delivery group to drive the successful implementation of integrated water plans and strategic business cases.
  • Oversee the preparation, presentation, and ongoing adaptation of a portfolio of Strategic Business Cases (SBCs), ensuring they meet service level objectives and are aligned with customer and regulatory expectations.
  • Lead the development and delivery of adaptive, best-practice integrated plans for regional communities, guiding capital infrastructure investment over a 5–30 year horizon.
  • Identify and respond to emerging issues and opportunities, including growth areas and precinct planning, to co-develop integrated solutions aligned with long-term regional service goals.

  • Demonstrated experience leading the development and implementation of integrated water plans for infrastructure programs.
  • A degree in Engineering (civil, environmental, or related), or equivalent professional experience.
  • Expertise in developing, presenting, and supporting the execution of Strategic Business Cases (SBCs) that enable long-term capital investment and deliver on service level objectives.
  • Demonstrated ability to deliver outcomes in complex and constrained environments with competing priorities, regulatory pressures, and limited resources — maintaining focus, composure, and sound judgement under challenge.
  • Proven capability in managing multidisciplinary teams and external consultants to achieve strategic planning and investment outcomes.
  • Strong collaboration and engagement skills - you work effectively across internal teams and with external stakeholders, including executive leaders, regulators, and regional communities. You actively listen and build trusted relationships to co-create better outcomes.
