The role leads cost management and procurement activities across the project lifecycle, acting as a key liaison with clients, stakeholders and consultants while driving continuous improvement in cost procedures, templates, products and internal systems.
- Conduct feasibility studies and advise on procurement strategies and contract selection.
- Prepare and deliver procurement reports while applying value management techniques early in projects.
- Manage estimating and cost planning, own and present final cost plans.
- Negotiate and agree final accounts.
- Serve as primary interface with clients, stakeholders, and consultants throughout project stages.
- Administer contractual frameworks and standard forms of contract.
- Identify and implement improvements to cost management procedures, templates, and products.
- Streamline internal systems and processes for better service delivery.

Ideal candidates hold a degree in quantity surveying or cost management (or equivalent), are MRICS/RICS members, and have experience in a cost consultancy practice, preferably on highway projects, with strong skills in cost planning, budgeting, people and risk management, contract administration, value engineering, sustainability, and capex/opex analysis.
- Hold a degree in quantity surveying or cost management (or equivalent).
- Possess professional membership (e.g., MRICS/RICS).
- Have prior experience in a cost consultancy practice in a similar role.
- Experience working on highway projects or frameworks.
- Proficient in cost planning, budgeting, and estimating.
- Demonstrated people and risk management capabilities.
- Strong knowledge of contract administration and value engineering/lifecycle costing.
- Familiarity with sustainability, social value, carbon reduction, and public‑sector issues.
- Ability to provide capex versus opex cost analysis and advice.
