Schedule, lead, and document progress meetings with contractors, designers, and regulatory agencies
Validate and monitor contractor and Force Account invoices based on work progress
Review cost estimates, contractor proposals, and participate in change order negotiations
Manage design, construction, and delivery of environmental projects in accordance with client procedures and guidelines
Review design documents and shop drawings; coordinate reviews with client Engineering, Corporate Safety, and internal stakeholders
Oversee client Force Account and third-party contractor work; integrate schedules with track outages and foul time
Manage and report on project scope, budget, schedule, safety, quality, inspections, testing, and acceptance
Prepare Initial and Updated Baseline Documents, technical scopes of work, and regulatory correspondence
Resolve field issues and unforeseen conditions in coordination with the Project Manager
Perform field inspections and daily monitoring to ensure compliance with contract documents, approved work plans, shop drawings, safety and quality plans, and client procedures
Recommend construction sequencing, means, and methods in a railroad operating environment

OSHA 40-Hour HAZWOPER with current 8-Hour refresher (maintained throughout contract)
Experience managing project budgets and schedules
Experience developing technical scopes of work
5–10 years of experience managing environmental design and construction projects.
Knowledge of OSHA and construction/environmental remediation safety standards
Bachelor’s degree in Engineering, Geology, Environmental Science, or related field
Experience working in a railroad environment; knowledge of railroad engineering standards and specifications
Hands-on experience with:
PE and/or CCM certification preferred (not required)
Must be willing and able to travel throughout New York State as project needs dictate.
Valid driver’s license required
Strong project management, communication, coordination, negotiation, and multitasking skills
Direct regulatory agency coordination experience (EPA, NYSDEC, NYSDOH)
Roadway Worker Protection (RWP) training
OSHA 10-Hour Construction Safety Training
