The Security team is responsible for all elements of physical security across our commercial and operational water and Wastewater sites.

Reporting to the Facilities and Security Senior Manager, the National Security Manager is responsible for the coordination of all commercial and operational physical security activities, upgrade programs and access control programs across Uisce Éireann. The Manager is the main point of contact for all Security related matters across Uisce Éireann and is responsible for the implementation of all security related policies and procedures.

The Facilities sub-area in Business Services is responsible for obtaining and maintaining Uisce Éireann’s Head Quarters and Regional offices, including activities such as: security, reception services, spatial planning, fleet management, cleaning and building maintenance. Facilities will provide these services across Uisce Éireann, ensuring a consistent and effective facilities service is provided.

  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
  • Drive a strong behavioural culture of continuous improvement of processes and procedures
  • Recruit and manage the Security Team (internal and outsourced resources) to deliver a quality service nationally
  • Represent Uisce Éireann at meetings with Enterprise Risk and Crisis Management, Police Services, Government Agencies, Peer Companies and Expert Groups
  • Manage security in line with Uisce Éireann’s HSQE requirements and assist the HSQE team with risk assessments, incident investigations etc., ensuring compliance with statutory and legislative requirements
  • Develop Opex & Capex budgets for the security management services, ensure approval and management within those budgets
  • Work across other areas and with senior management to ensure that security needs are being met across the organisation
  • Maintenance activities of all security systems and assets
  • Manage security training and awareness programmes for all employees, contractors and third parties
  • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
  • Develop and implement Security Strategies, policies, standards and procedures to provide a best-in-class security function that will protect our people, assets and reputation from physical threats both external and internal
  • Work with the Regional Operational teams in Uisce Éireann to ensure that security services in the regions and nationally meet the demands of the business
  • Develop and implement a security software strategy for electronic system integrations, incident management and reporting for UÉ SOC
  • Manage physical security in our commercial buildings (offices, depots, laboratories etc.) and operational sites (water / wastewater treatment sites etc.) at a national level including:
  • Ensure compliance with the new CER (Critical Entities Resilience) directive and support IT / OT / Cyber security programmes as required
  • Manage the delivery of the national security risk assessment programme for commercial and operational sites
  • Manage the delivery of security upgrade projects nationally (Electronic Security Systems, Fencing, Access control and locking, Automatic gates and doors) including budget, scope, programme, quality, safety and statutory approvals through all phases and gates from initial concept through to handover
  • Collaborate with key internal stakeholders across the UÉ business
  • Contract management for the National Security Frameworks – managing and authorising

This role is available in either Cork or Dublin.

  • Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others
  • A minimum of 7 years’ Experience in the water, utilities or similar industries is desirable
  • Highly motivated individual, working to the highest professional standards and with proven ability to deliver results at a senior level
  • all commercial aspects of contracts including, framework strategy, framework delivery criteria, and oversight of day-to-day contract management.
  • You will have a proven track record in leadership, change & transformation experience ideally in a similar utility, regulated industry or multi stakeholder environment
  • Able to work to deadlines and adapt to changing conditions and ambiguity generating effective and pragmatic solutions to new situations and problems as they are presented
  • Excellent analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions at a senior level
  • Relevant third level qualification and or accreditation is desirable and or relevant experience
  • The role requires flexibility to work and travel across the country as required addressing needs of this national role.
  • Relevant experience managing large teams in a regulated, fast paced environment
  • Full, clean and valid Irish driving licence is minimum requirement
  • The role requires flexibility to extend working hours and the possibility of being a member of the on-call rota
  • Experience of supporting policies, systems and controls and driving the implementation of progressive policies.
  • Experience delivering multiple project streams from concept to delivery
  • Experience of developing and maintaining effective strategic partnerships with key stakeholders
  • Relevant experience in Facilities/Security Industry’s managing commercial and operational sites
