Working with graphic designers to devise submission look and feel and visual content to enhance and support written responses
Leading the writing and production of compliant, compelling and client-focused bid submissions, presentations and other bid and new business-related content aligned to agreed bid strategies
Compiling all required documentation (including schedules, price and commercial responses etc.) to ensure complete, compliant submissions
The Submissions Manager will primarily work on bids in the water sector, and support bids as required across our power transmission, industrial energy, and telco and networks sectors. You will be responsible for developing winning tenders and proposals, working closely with bid managers in the Energy & Utilities pre-contracts teams and subject matter experts (SMEs) in our operational businesses to write the non-priced schedules for expressions of Interest, requests for tenders and other bid-related responses in New Zealand and Australia.
Preparing bid writing plans, liaising with contributors to ensure timely input and completion of tender sections, and managing non-priced attribute review and feedback processes as per best-practice standards
Providing guidance to bid team contributors and submissions coordinators to drive best-practice in bidding and support capability development. This includes taking an active role in peer review.
Interviewing and working with SMEs to develop attributes for submissions, providing guidance on required approach to ensure high quality content, with time and effort right-sized for the value, complexity and procurement method engaged
Contributing to the development of win strategies and ensuring they are clearly articulated and backed up by evidence throughout our submission

Downer is seeking an experienced Submissions Manager to join our team in New Zealand.
Proficient leading reviews of bid/tender documents to ensure quality, risk and compliance standards are met
APMP qualification is desirable
A creative and innovative mindset with the confidence to challenge and extend thinking, contributing to the development of winning concepts and solutions
Strong ability to write significant volumes of content, using interviewing techniques and research to define content approach
Understanding of risk management for projects, bids/tenders
Relationship builder who can communicate at all levels, team focused
A track record of producing and writing multi-million dollar winning tenders and proposals (construction sector experience is highly desirable)
Excellent written and verbal communication skills, with meticulous attention to detail and a strong command of MS Office tools and Adobe-Pro
