The role involves coordinating the construction quality management program, collaborating with the Construction Manager on contractor quality control plans, attending quality control meetings, and monitoring three‑phase checklists. The technician will also document progress with photos, validate materials before invoicing, and support testing and certification of critical mechanical, electrical, fire protection, roofing, and underwater systems.
- Coordinate construction quality management program for assigned projects.
- Review and recommend approvals of contractor quality control plans with the Construction Manager.
- Attend selective QC meetings and monitor three‑phase checklists for accuracy.
- Provide remarks on Government QA reports, focusing on critical work features.
- Capture, file, and distribute progress photos.
- Validate quantity, condition, and approval of materials on site before invoicing.
- Support review and witness testing/certification of critical systems (mechanical, electrical, fire/life safety, roofing, underwater structures).
- Ensure quality workmanship per specifications for concrete, masonry, structural steel, and other building systems.
- Attend and review test reports and results for selected tests.
- Keep Government sponsor informed of project status, working independently.
- Stand, walk, bend, stoop, crouch, crawl and climb on uneven construction sites.
- Lift, carry, push, and pull materials and equipment up to 50 lb regularly.
- Work both indoor and outdoor environments, exposed to the elements.
- Operate in confined spaces and varied conditions (heat, cold, humidity, rain, wind, dust, noise).
- Drive personal or company vehicles to multiple field locations, possibly on variable shifts.

BB&E is seeking a Construction Surveillance Engineering Technician to support the NAVFAC Southeast Headquarters, Public Works Departments, and Resident Officer in Charge of Construction at the NS Panama City, FL location.
A minimum of five years of verified Quality Control Manager experience on NAVFAC or USACE projects, or ten years of foreman experience in concrete, mechanical, electrical, masonry, or carpentry on commercial/industrial/military projects, is required. Candidates must also complete the USACE Construction CQM Certification.
The position requires the ability to perform physically demanding tasks on construction sites, including standing, climbing, lifting up to 50 lb, and working in indoor/outdoor environments under varying weather and noise conditions while wearing required personal protective equipment.
- Wear required PPE (hard hat, safety glasses, gloves, hearing protection, steel‑toed boots, fall protection vest, high‑visibility vest).
- Maintain sufficient visual and auditory acuity for safety and communication.
