  • Coordinate with federal agencies, stakeholders, and technical teams to ensure timely and accurate environmental documentation.
  • Operate both independently and as part of a team providing critical support to clients in environmental compliance planning, environmental permitting, due diligence, and environmental review services.
  • Identify and assess potential EJ impacts in project areas.
  • Manage and prepare comprehensive EISs and EAs in compliance with NEPA requirements.
  • Develop mitigation strategies and outreach plans to address EJ concerns.
  • Ensure alignment with NRC environmental review procedures and regulatory frameworks.
  • Join Black & Veatch’s Environmental team to provide strategic environmental consulting for a wide range of infrastructure projects to achieve environmental stewardship for our clients.
  • Lead the development and review of authorizations required for nuclear power facilities, including Combined Operation License Applications
  • Oversee and/or advise on public involvement processes, including scoping, public meetings, and comment response.
  • Independently perform and lead multidisciplinary teams to conduct environmental analyses and develop permit applications, environmental reports, and environmental compliance procedures manuals.
  • Mentor junior staff and contribute to quality assurance of deliverables.
  • Identify and interpret the statutes and regulations affecting the siting, design, construction, and operation of projects.
  • Collaborate with legal, engineering, and regulatory teams to support licensing strategy and documentation.
  • Ensure compliance with Executive Order 12898 and agency-specific EJ guidance.
  • Lead NEPA Documentation Efforts:
  • Contribute to the development and review of COLAs for nuclear power facilities.
  • Lead the development of environmental impact assessment and review documents in compliance with NEPA and/or similar state-specific programs.

  • Sitting/standing/computer usage for extended periods of time
  • Bachelor degree in engineering or professional degree in Sciences in area of expertise preferred with specialized training, or experience that uniquely qualifies the individual to perform the job responsibilities.
  • A minimum total of 10 years of related work experience.
  • Experience with Federal Energy Regulatory Commission environmental documentation requirements associated with the licensing of combustion power plants, fuels, and/or hydroelectric facilities is preferred but not required.
  • Proven ability to incorporate Environmental Justice into environmental assessments.
  • Demonstrated experience with NRC licensing processes, particularly COLAs.
  • Experience leading and managing multidisciplinary teams to achieve timely and accurate project goals.
  • Proven technical writing abilities.
  • Ability to utilize audio/videoconferencing software tools for internal/external communication
  • Dedication to high quality deliverables for all clients, internal and external.
  • All applicants must be able to complete pre-employment onboarding requirements (if selected) which may include any/all of the following: criminal/civil background check, drug screen, and motor vehicle records search, in compliance with any applicable laws and regulations.
  • Bachelor's degree in environmental studies, environmental engineering, or sciences strongly preferred. May also consider other degrees, specialized training, or experience that uniquely qualifies the individual to perform the job responsibilities.
  • Demonstrated experience leading the development of environmental impact assessment and review documents in compliance with NEPA or comparable state or international requirements, and familiarity with studies and other supporting documentation.
  • Experience working on environmental aspects Federal clients is preferred but not required.
  • Demonstrated success with domestic and international consulting, permitting, licensing, and environmental quality review processes for a wide range of infrastructure projects in sectors such as power generation, process industries, water/wastewater treatment, telecommunications, data centers, and industrial manufacturing
