In coordination with Project Management and the Client Team, this position develops the bid/award negotiation strategy for the project, allocating decision‑making authority and task responsibilities to appropriate subordinates; utilizing their time, skills, and potential effectively, planning proper assignments of personnel and appropriate allocation of resources. The role ensures compliance with all statutes, regulations, and contract terms and conditions. It requires committing to an action after developing alternative courses based on logical assumptions, factual information, resources, constraints and company values.
- Lead mid‑to‑large size projects
- Formulate contracting strategy for individual contracts
- Perform resource surveys and contract risk assessments, issuing reports of findings
- Develop the Master Document
- Support, guide, and implement changes in systems, processes, and procedures
- Assess resource needs, prepare workforce and indirect estimates, and manage budgets for contracts
- Communicate effectively with management, coworkers, clients, vendors, contractors, and other stakeholders
- Learn and apply applicable local, state/province, and federal statutes and guidelines
- Contribute to and promote Fluor’s knowledge‑management portals and communities
- Stay current with contract‑management practices and group developments
- Participate in Fluor University® for training and career development

- Hold an accredited 4‑year degree (or equivalent) with 14 years experience, or equivalent education/experience totaling 18 years
- Possess job‑related technical knowledge required for the role
- Attend to detail and work in a time‑conscious, efficient manner
- Must be a U.S. citizen
- Possess Engineering Procurement Construction (EPC) experience
- Demonstrate strong communication skills, comfortable briefing clients
- Advanced degree (MBA, JD, or global equivalent) preferred
- 14 years of contract management, subcontract administration, and procurement experience supporting engineering and construction projects
- Experience negotiating contract terms for services, construction, engineering, materials, and equipment installation
- Strong understanding of contracting principles and legal terms
- Broad knowledge of construction industry contract language across EPFC/CM
- Experience administering RFP/RFQ processes for heavy industrial construction projects
- Ability to formulate multiple compensation structures (reimbursable cost, lump sum, unit price)
- Experience evaluating and negotiating work changes and claims
- Experience creating RFP/contract packages and coordinating with multiple disciplines
- Experience developing project‑specific contract terms by flowing down from prime contracts
- Experience collaborating with PM, engineering, and construction to develop project execution and contract plans
- Familiarity with team‑contract‑management approach where each department handles portions of the RFP/contract process
- Experience formulating strategies for individual contracts
- Excellent communication skills

Salary range: $119,500.00 – $222,500.00.
